The same design of wheel was used in the VW Santana B2 – maybe some European Passats also – but I have no idea if there were different sizes, offsets, etc.

My Google-Fu reveals the following. They are called VW Hockenheims and they were made at least in 13x5.5 size. They were available on at least Scirocco Wolfsburg Edition, Brazilian Santana GLS, Euro Passat and pre facelift Polo G40.
